I've installed this on Windows 98 in Virtualbox, and it does give a 32 bit True Color with various screen resolution options.A pic of Windows 98 with Scitech installed and True Color is here:

I found using the Scitech app to be the easiest option, and it gives a good result.
I expect this would also be the case for a HDD install, as well as a virtual install.
Just as a comment - I've also installed Windows 98 with Scitech and the Windows 98 Revolutions Pack version 9, and this
pack gives Windows 98 a kind of Vista look.
